(The members of the Council are seated around a long table. President Cal gracefully stands and addresses the Council.)

President Cal>Have all of you dignitaries read the papers this morning? The Chinese papers, I beg your pardon. If you would refer to the third page of the papers' Life section, you should see the news I bothered to read.

VP Lee> For all who cannot read Chinese, the page is about PDA, or public display of affection. Most of you would recall the rumours which went across the Republic about one of the future leaders. Now there it is.

President Cal>Yes. Pasir Ris. 'PDA Maximus'. State Uniform! This is a disgrace that even time cannot erase.

VP Lee>We should be happy that papers saved us from public shame with the exclusion of the State name even for this time. However, with this impurity in our reputation, we are losing the stand we fought for. Our pride in sovereignty! Something must be done.

Choson Tuk>Have we not done enough? We have delayed the handover, even though the ceremony was over long ago. Moreover, the search for better candidates proved to be futile. Its a democratic Republic, and stupidity begets stupidity.

President Cal>I most certainly agree. And now, by a stroke of genius, or sheer luck, we now have the solution. I refer you to Honorary Chancellor's proposal presented the day before yesterday : Project ARK.

Choson Tuk>Exiling the culprits? Would that not be too harsh. They had their punishments, had they not?

VP Lee>It is not a small matter, my dear friend. Disqualifying them from the elections is not a punishment, merely a course of action the Council must take. Punishment would not be singular of course. There will be a mass purge, removing all the trouble-makers in one go.

President Cal>Even if there are stubborn stains which remains undetected, this will serve as a warning. As Lee said, this concerns our Republic's sovereignty. We cannot treat this lightly. Now as a sign of democracy, we will vote. Those who think that Project ARK should include such disgraces, please say "yea".

All members of Council>Yea.

President Cal>Motion passed. Le Conseil a écarté.
(Council stands and dismisses)
